Background
ESYS supported the Galileo Joint Undertaking (GJU) on ProDDAGE, the Programme for Development and Demonstration of Applications for Galileo and EGNOS.
The GJU is responsible for the Development and Validation Phase of Galileo (2002 to 2005), and covers the detailed definition and subsequent manufacture of the various system components: satellites, ground components, user receivers.
ProDDAGE consists of a consortium of companies and organisations, led by ESYS, working closely with the GJU to ensure that the Galileo programme achieves sustainability. In order to achieve this, the requirement is to build upon previous work on the general market for GNSS products and services (e.g. GALA, GEMINUS, also led by ESYS), and to move on to real market realisation.
Objectives of the GJU Application and Market Development Programme
The objectives of the GJU Application and Market Development Programme were:

Encourage and support a thriving downstream services market for EGNOS and Galileo.

A fair and competitive concession process with a well balanced Public Private Partnership (PPP).

Continued funding and support amongst EU and ESA member states.

Operate and develop EGNOS as an early market enabler for Galileo.

Establish credibility and early commercial revenues for Galileo services.
Objectives of ProDDAGE
The objectives of ProDDAGE are:

Establish a practical and useable plan for the introduction of EGNOS and Galileo Services.

Advise the GJU on those markets where action or funding may be required to stimulate market growth, thus immediately assisting the GJU in its forward planning.

Equip the GJU with independent and trusted advice when faced with equivalent business plans and service strategies from potential Galileo concessionaires.

Help to ensure a seamless migration from EGNOS to Galileo and ensure that every opportunity offered by EGNOS in achieving early market penetration is not wasted.

Raise awareness in those markets that require it and fully engage user communities not already involved in GNSS programme.
